Dies at Daughter's Home on Nashville Road--
Mrs. Fannie E. Spencer, 80, died at 10:30 o'clock yesterday
morningat the
home of her daughter, Mrs. W. T. Hines, on the Nashville road.
Mrs. Spencer was the daughter of Hezakiah White and Mary
HudnallWhite. She
was born December 7, 1862, near Woodbury, KY. She died of
acomplication of
diseases.
Short services were held at the Burgess Funeral Home this
morningwith the
Rev. A. B. Houze of the Christian church and Rev. Charles E.
Hawkins,pastor of
the State Street Methodist church officiating at funeral services
heldlater at
the Pisgah church near Riverside. Burial followed in the
Pisgahcemetery.
Active pallbearers were: A. R. Stewart, W. J. Sparks,
FrankLamastus, Buren
Elrod, Gaston Cole, Ed Beck and Stanley Elrod.
Mrs. Spencer is survived by three daughters, Mrs. Ed Hatcher,
ofSugar Grove;
Mrs. Hines, with whom she made her home; Mrs. R. T. Drake, of
Warrencounty;
four brothers, (should be four sons) D. D. Spencer, of this city;
S.K. Spencer,
Phoenix, Ariz; Charles H. Spencer, this city, and Warren J.
Spencer,of near
Bowling Green. Three sisters: Mrs. J. T. Cherry, New Market,
Ala;Mrs. B. E.
Norris,
Morgantown; Mrs. W. W. Elrod, Nashville road, and one brother, J.
K.White,
Paducah.
She is also survived by eighteen grandchildren and seven great-
grandchildren."

!Note: Delbert David Spencer was the Mayor of Bowling Green, KY, from
1945-1947. He died in office, according to Spencer Drake.
Said he and Roxie were like foster parents and had a young boy
from an orphanage in Louisville for awhile. When it was time to
takehim back,
the boy ran after them and chased the car. It broke their hearts
andthey
started the necessary paperwork for adoption proceedings. Before the
paperwork was completed, Delbert died of a sudden heart attack,
whilestill
serving as Mayor of Bowling Green. Roxie continued the
proceedingswith
the adoption papers after Deb died. The boy was called
CharlesSpencer.
He was named to be the only heir to the Spencer estate, which
wasquite sizable.
Some of Roxie's family was quite unhappy that all the money should
goto this
adopted son. Son Charles married and had a family. He is dead
now.Spencer
said his name was Charles Schouse of Louisville.

1943. Called him D. D. Spencer, of this city.

night and to enjoy a fish dinner (back then called supper). He

continued to get worse and started to Bowling Green. Believed he

way. Heart attack. The Elkins' home is near Gale Hudnall's

H. J. POTTER TAKES OATH OF OFFICE--
Last Rites To Be Conducted Monday--
"Mayor Delbert David Spencer, 62, died unexpectedly at 3:20
o'clockSaturday
morning at the home of his brother-in-law, John H. Elkins and
Mrs.Elkins, near
Riverside.
Mayor Spencer, Mrs. Spencer and their foster son Charles, went
tothe Elkins
home Friday for a fish fry and visit. The mayor became ill during
theevening
and later suffered a severe attack early Saturday morning about
anhour before
his death, which was attributed to a heart ailment.
Funeral services will be held at 2:30 o'clock tomorrow afternoon
atthe First
Christian church of which he was a member. Burial will be in Fairview
cemetery. Services will be conducted by the Rev. James A.
Lollis,pastor.
THE CITY HALL will be closed at noon Monday and the courthouse
willbe closed
during the hour of the funeral.
The body was moved to the Spencer home at 939 Kentucky street
lateSaturday
afternoon from the Gerard mortuary.
Mr. Spencer was elected mayor on November 6, 1945, and took the
oathof
office in ceremonies held at the Armory shortly after midnight on
Dec.3, 1945.
His election, without opposition in the November runoff, followed
hisdefeat
of former Mayor Gaston W. Cole in the August primary of 1945.
The only other political office he held was as a member of the
CityCouncil
to which he was elected in November, 1941, as a member of the
councilticket of
the late Mayor A. Scott Hines.
Mayor Spencer's promise to the citizens of Bowling Green when he
waselected
to the office was a fair and businesslike administration with
aninvitation to
attend council meetings and a request to hear complaints. "Only
inthat way
may we have a good government," he said. (More about

...Mayor Spencer was born near Hadley, Sept. 6, 1884, a son of
Benand Fannie
White Spencer. He received his schooling at Morgantown after which
hebegan
steamboating, working as a mate on a boat on Green and Barren
rivers.From
1907 to 1910 he operated a ferry at Woodbury.
Leaving the river he returned to farming until 1919 when he moved
toBowling
Green and was employed for a short time by Parson-Scoville
WholesaleGrocery
Company. In 1920 he purchased a farm in the Riverside
neighborhoodwhere he
resided three years. On his return to Bowling Green he entered
thegrocery
business in partnership with G. N. Clark at the Keune stand next
tothe Holland
drug store on Main street.
Four years later, Mr. Spencer purchased the DeVries bakery at
212Main street
and a year later opened a used and new furniture store on Main
streetremaining
in this business five years.
In 1933, he became manager of the Stoll Oil Refining Company
bulkplant at
Sixth and Adams streets which position he resigned when he
becamemayor.
Mr. Spencer was married April 24, 1907, to Miss Roxie Young
atRiverside.
Surviving in addition to his wife and foster son, are
threebrothers, K. S.
Spencer, Phoenix, Ariz., Charles Spencer, this city, and
WarnerSpencer,
Pittsburgh, Pa., and three sisters, Mrs. Ed Hatcher, Sugar Grove,
Mrs.W. T.
Hines, this city, and Mrs. R. T. Drake, Porter pike.
Mayor Spencer was a member of the Masonic Order, the Elks Lodge,
theLoyal
Order of Moose and the Kiwanis club."

moonshine." That was the cause of his divorce from Martha AnnDeweese,
according to her Life Story in my possess. Spencer said that
therewere many
stills across from Woodbury, Butler, KY. Warner's mother always
stuckup for
him (he was the baby of the family and spoiled), and blamed
hisdrinking on
"the bootleggers north of the river who gave the moonshine whiskey
tohim"!
Spencer also said that Uncle Warner took his wife and family and
movedto PA
where he got a job. One time his wife came home and there wasn't
abit of
furniture in the house. Warner had sold it all for liquor.
Spencersaid he
would sometimes drink for 30 days straight! (He was an alcoholic)
Warner was in the Navy for 3 yrs. He also had a natural ability
tofix boat
engines. Spencer said he remarried later on.
